No POPLA Code-- help

I have carefully read the newbie thread and followed the instructions, but I think I now need some help.
- June 2014 "Parking charge notice" from Excel Parking received for Parking in Chorlton precint in Manchester (10 minutes, with camera photos showing entry and exit time).
- July 2014 "remind to keeper" received.
Unfortunately I did the wrong thing and ignored both letters (ehm, I have also lost them during my recent moving...).
- In September I have discovered this forum and, after carefully reading it, I have decided to appeal anyway via email using the appeal template.
- On September 22 Excel replied said that "The details of this account have been forwarded to our Debt Recovery Company DRP, due to the non receipt of payment within 28 days of the Notice to Keeper being issued. All enquiries and payments must be made directly to DRP. We will not acknowledge or respond to any further correspondence"
- On October 2 I sent Excel a letter asking for a [FONT=&quot]clear rejection along with a POPLA code within 35 days of t[/FONT]he date of my first email (13 September)
- I have also sent a letter to the Debt Collector saying that not to contact me again and that the that the charge is disputed.
- I haven't heard from Excel since, bur DRP replied saying that it's too late for POPLA and offering a discount (£126 instead of £160, the original "fine" was £40).
- So I don't think I will get a POPLA code and the 35 days from my first appeal are expired, so what should I do next? (I'm of course ignoring DRP letters and won't reply to them anymore).

I have studied the threads carefully, but couldn't find an answer to my situation. I apologize if I missed any relevant threads. Thank you.

    You should let it go then, do nothing, ignore the idiots and collect the letters like we did before POPLA existed. It's annoying but this is nothing, and if it goes to a small claim it's defendable (very rare). Usually just means collecting the DRP and Zenith letter chain for a few months (keep ALL letters).

    So as advised there, you could try a complaint to the landowner if you want, you could ask 'is there not a grace period of 10 or 15 minutes in this car park, and why is your agent harassing me over 10 minutes including driving in and out, because this wasn't parking? I merely stopped to scratch my bum/feed the baby/reset my sat nav/see if a shop was open... or whatever...I will never visit the precinct again...' sort of thing. Landowners are easy to find if you just Google the precinct's name.
