Pointing out non-compliance with POFA

I was just wondering about embellishing the excellent template letter in the sticky by pointing out invalidities in the NtK.
Basically, does it have to specify whether a notice to driver (windscreen ticket) has been issued or not - hence indicate which of paragraphs 8 or 9 I can nail them to?
Basically a 'friend'
allegedly drove my car into a private car park and I happened upon it later and found a windscreen ticket there. I haven't had an NtK yet. But how would I know whether there's been a windscreen ticket or not (therefore which of paragraph 8 or 9 to use) if I ostensibly wasn't the driver?
The 'parkingcowboys' site suggests the NtK must "State whether a notice to the driver was given either to the driver or placed on the vehicle" -but i can't find that clause in the POFA.
Probably jumping the gun a bit and should wait for the NtK but just researcing really.

Yes it will say the fact that a PCN was served if that was the case. It IS in Schedule 4:
8 (c)state that a notice to driver relating to the specified period of parking has been given and repeat the information in that notice as required by paragraphPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
