Combi boiler issues - council flat

Hi perhaps someone can advise please?
The boiler in my council flat is arund 6 years old now, it is a combi boliler that was put in the flat when I moved in about 6 years ago.
It broke down 4 times this year, each time resulting in multiple visits from various cuncil staff and the 8-1 or 2-6 appointment slots that mean I have to take a whole day off work to be in.
Yesterday it broke down again, water leaking from the boiler, pressure down, no hot water/heating. Someone came over in the evening, tried to fix it, ordered some part - totad I was called and told they will come on Friday to fit the new part. Again "between 8 and 1" so again I have to take a whole day off work as with my commute half day is not possible.
I am a contractor,if I am not at work I simply do not get paid.
I was trying to call someone at the council today to find out how do I go about changing the boiler at my own cost but of course did not get the information as "the person who knows is not in today".
So, does anyone know how do I go about exchanging a boiler in a council flat at my own cost? I do not mind paying for the boiler and fitting to avoid those break downs and disturbance to my life that they cause.
I assume I would need a council permission - will try to call them again tomorrow and find out about that of course but in the meantime can someone please advise:
1) What boiler should I go for? Want a reliable one of course. It is a 2 bed flat.
2) How do I go about finding someone to fit it? What should I ask for/look for/expect to pay for fitting?
3) Would it be the best to just go with British Gas and get a boiler from them with fitting included in the cost? Not even sure they do it?
Any advice really appreciated.

6 years isnt old. What make and model? I wouldnt be spending my own cash to get someone elses equipment fixed. It surely just needs a good fixer to fix it?Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). It really depends what is wrong with it and whether it is economical to repair. I have a Glowworm in pieces in the loft which is just over 2 years old and needs £££s spent on it
If it wasn't my boiler though I wouldn't spend anything on it! I can't imagine the council giving permission to fit your own - that brings with it all sorts of legal issues over ownership & ongoing maintenance.0 -
Thanks - it costs me a fortune to have to be taking days off for the council to keep on coming to fix it and then for it to be faulty again and believe me getting my own would work out cheaper in the long term. I
I would not mind paying for it and covering maintenance too - council repairs are free but the amount of time I have to take off and money I lose because of it is just simply too much.
Any recommendations please? Make/model?

I can tell you what I wouldn't buy again - a Glowworm!
You will get dozens of different recommendations. Someone will tell you I'm wrong to say avoid Glowworm as they are owned by Valiant now and come with a longer warranty - but my experience remains the same. £££s0 -
My one here is an Alpha CD35C - horrid.0
