Not relevant in this scenario but a vehicle that has tax purchased before October still cannot be transferred to the new owner.0

I checked my car and it was showing as not found, I rang DVLA, they investigated and found they'd made a mistake (nothing to do with the VED change), and they rang me back the next day to say it had been resolved (I checked online to make sure), so I would expect your problem to be fixed pretty quickly too.0

Not necessarily.
Declaring SORN will generate an automatic refund.
Declaring it lost and the vehicle sold would have been enough before the changes - I think.0 -

Before the changes, you could claim a refund without the disc using form a V33.0 -
Got a call today saying the problem was fixed and I could go ahead and renew from the 1st November. I went online this evening to check and.... same problem as before

possibly because today is October 31st not November 1st0

They meant tax it now to commence from the 1st November, not "you can only pay online or in a PO & renew on the 1st Nov and thereafter".
Anyhoo, I've taxed it in the post office and I have a receipt as proof. I'll call them again and they can sort it in their own sweet time I suppose.0 -

Which is rather dangerous as the new owner may believe they are taxed by the disc in the window when in reality they may not be.

I would think it's a case of they definitely will not be taxed as it is not transferrable any more.
If the seller and the buyer are not fully aware of the changes it's just a matter of time before someone falls into that trap.0
