Hi all. My brother recieved a letter from these last week. He got a parking ticket from UKPC couple of months and the letters just kept on coming. I told him to ignore them as I've recived a letter from Euro Carpark before. My mum is a bit worried about this now and I keep on telling her that It's a scam.
Can anybody help me out please?

The ignore advice is wrong and two years out of date.
In my opinion it was always wrong.
First Question What is the name of the parking company?
this is important as some parking companys are more litigious than others.
Next Im asuming that some of the previous letters have come form elsewhere check the signatures notice anything odd?
You still have the letter trail dont you? if so then make sure that the letters are kept for at least 6 years.
Want to quash it event at this stage? this may be possible if you can find the land owner for the car park, in some cases this may be a supermarket/retail/restaurant chain/pub etc.
in other cases it may be a property company such as Savils. either way as long as you tread carefully and you are polite then theres a good chance the landowner may call off the Parking company as in most cases the parking company are acting as agents for and on behalf of the land owner.
To sum up, ignore is really bad advice, if the ppc becomes litigious ( as in parking eye) you may find court papers arriving anytime in the next 6 years you maychange address, move house etc etc in this time then you may end up with a default judgement against you

The latest name is James Wilkins. Both are identical signatures. He parked his car at ASDA car park. Also the 3rd letter he received was from a company called debt recovery plus. I've done a little bit of research on other websites and the letteres are exactly the same and people tend to ignore them.0

But your research is shocking - did you not just look at the DATES on the stuff you found? Did you not just click to page one of the forum the ancient thread you found was on? Never read yesterdays news on a forum!
Anyway now you've subjected your brother to months of junk mail, you should not have told him to ignore this - should have checked current advice on forums. You only need to click 'Forum Jump' on any thread here (including this one) to hop to page one and read the Newbies FAQs thread near the top. So do that now and read it please, send UKPC the template first appeal by post (you won't be able to do it online now, it will say the case is with debt collectors).
Your brother should NOT have ignored the first letter from UKPC, they would have cancelled if he'd sent the first appeal but he may as well try now, but by post.
Ignore DRP and Zenith of course. Nothing has changed in that regard but you've probably thrown away his chance to nip this whole scam in the bud. He will get letters for months and months now if UKPC don't cancel when they get the appeal late.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

UKPC and ASDA are an unusual mix, as ASDA usualy use ( not so ) Smart parking.
the only places i know of where they use someone else is where the ASDA is a part of a larger retail park, or attached to another car park, one example of this would be at ASDA in Burton upon Trent which is attached to a shopping centre ( the hexagon? )From the Plain Language Commission:
