Drain report needed? Exploding toilets!!

                    Been having a problems getting to exchange of contracts on my purchase due to gatehouse garage and visited neighbour of the property who believe that the owner claimed around £30,000 due to overflowing upstairs toilet and blocked drains.  The owners never disclosed this on the legal forms and signed that nothing had ever been claimed for under NHBC (but I believe the first two years are covered by the building company).  The upstairs toilet apparently overflowed and they had to move out and have the garden dug up and dinorod were apparently regularly at the property (which is now 6 years old).  So, if I am to progress, as I would like to I need to know how to check the work was done properly.  Dinorod will do drain report from manhole in garden to boundary for £214 but is there anymore that could be done?  Could the problem be inside the house and who would specialise in this?  The owners seem to want to "wash their hands" of the issue and the house has been let for the last 4 years.  Dinorod cant provide any history under data protection.  Do NHBC wash their hands of the problem if the incident was paid out for? ... another 3-4 years left on NHBC.
