There is no off peak gas in the UK.
Off peak electricity only applies if you have economy 7, economy 10, heatwise or other such heating tariff.

Times are regional too, i.e it depends where you live as to the exact times, but generally midnight to 7am +/- an hour.0 -
I don't think it's an economy tariff no. It's somthing I could consider once my tariff ends though.

The off peak hours are not set by the supplier they are set by the local meter operater. They can vary from house to house, it all depends on the SSC/TPR of the meter you are given. Whatever meter you have will give you the same off peak hours with what ever supplier you are with its not supplier specific.
I don't think any supplier can actually guarantee what exact times you will get. You'll probably just be told a generic 7 hours between x and x.
Once Smart meters come into use suppliers will be able to set the time zones themselves so will be able to be more specific.
Its not an economy tariff its an economy meter that can then be assigned a tariff. I.e you can have an economy 7 meter on the isave Fixed July 2015 tariff. This would result in high charges in the day but cheaper charges in the night.0
