Can you remove a section of the plinth so you can look behind, looks to me like you have a water leak.0

I would agree 100% with Zandoni about it being caused by a water leak of some sort.
I had the same problem and it was caused by a leaking inlet pipe to a washing machine.
Laminated chipboard panels are very cheap and easy to fit but it takes very little water soaking into them to cause swelling and delamination exactly the same as shown in your photograph.
As Krisdorey stated, the bottom of the plinths should have been fitted into a plastic sealing strip as without this any excess water from mopping the floor will get drawn into the chipboard plinths almost instantly and will soon work its way upwards.0 -

That's definitely water ingress from the bottom up. It looks like far more than just mopping up residue (possible leak as suggested above). We have plinths that are not in plastic strips and regular mopping has caused no damage at all to ours over the years.0
