Painting a flat roof?

Hi I am going to paint my flat roof - it is not leaking so far as I know, just doing it as regular maintanance.

My question is this: I want to paint the solar reflective paint ( http://www.screwfix.com/app/sfd/cat/pro.jsp?id=78700&ts=59809 ) on it but do I need to paint it with the water proofer first ( http://www.screwfix.com/app/sfd/cat/pro.jsp?cId=102009&ts=59848&id=52313 )? Or is teh reflective paint enough?
