Potterton Gold HE24 combi boiler central heating problem

Hi,

I have an intermittent problem with my combi boiler. I'll keep it brief:

1. Turn heating on (via thermostat). Boiler fires up but the 3-way diverter valve doesn't operate so the boiler heats up the water quickly but no water circulates the system (cold radiators)
2. Turn off the boiler for 5 seconds. Turn it back on. Immediately I can hear the diverter valve operate, the water is allowed around the system and the radiators get hot.

This happens 80% of the time. 20% the systems operates perfectly fine.

So it seems that switching off the boiler and back on again resets something which triggers the call for the diverter valve to open. What could this be? I'm guessing a fault PCB. I'm also presuming it's not the valve as the motor works as soon as I reset the boiler.

Any advice would be greatly received.
