Is this rising damp ?

Hi , can anyone please help me ID the problem with what looks like rising damp in my mothers house (my original post has disappeared).
The problem is the living room , as you can see from the pictures below it is quite bad and has been spreading in the last
month but strangley they are internal walls and only on one side. T
Around a year ago the walls were replastested and wallpapered around 4 months later but the marks have come back worst that it originally was ( the floor were carpeted now are laminate on floorboards ).
The have appeared in two seperate places and are not connected .
Here are some pictures ( not too sure how to post attachments ) of the wall and the outside driveway.

We originally thought it was the driveway which was the cause as it looks to have built over the
damp cause ( i have tried to make a soak away ) but the outer wall show no issues.
Before calling in a Damp specialist I would like to get some independant opinons.
My mother wants to sell the house but not too sure if she can with the current issues.
Any help would be much appreciated .
