Nightmare neighbour

Nightmare as in they dont even live in the building but their cousin does who gave them a spare key so they bring their dog in at all hours which if during the night wakes the entire block up as it barks a lot and one of my upstairs neighbours has her own dog which gets woken up and barks.
Its so loud that last week I was up the road walking from bus stop(2 minutes walk away) and I could hear the dog!!! Then the owners never clean up the mess and it likes to poop next to kids toys that are outside(so very unhygenic for kids) the owners just stand out there smoking or during summer brought chairs to sit all day sometimes.
If you try and speak to them they say "speak no English" yet the very day I moved in they had a party for their 1 year old baby and the same people spoke to me in perfect English!
Yes i have written about them before its just annoying, this is in Scotland with no management company.
I was thinking of walking across the road and knocking on the door but did that once before and even though they were in they ignored me, the block of 6 flats has 4 Polish families who all socialise(not using that as a dig at Polish) and the 2 British families tell me they are not on speaking terms with them for similar reasons i.e they wake up to do early shifts and act like its the middle of the day talking, knocking on each others doors and laughing(they work together) and are quick to complain when one of the British families kids was crying one night as it couldnt sleep due to their noise and they complained about them.
It just seems they are in their own world, I do not think they are doing this to be spiteful just as its family and friends they are sharing things not realising that they have responsibilities.
Hated being woken at 4.45am today by their dog barking, it was so bad that my entire block came out of their flats to wonder what the noise was!!! Then they have the cheek to not clean up the mess and leave the door unlocked so we get unwelcome guests at all hours(such as kids from school at lunchtime or drunks at night)
Is there anything legally we can do? We are fed up with the noise, mess and lack of respect.

You have written about this problem twice before and the thread turned into a rant.
You need to be more proactive and follow the procedures outlined in the thread.
Neighbour disputes are horrendously difficult to deal with. No one will act without evidence so keep a diary, take pictures and get all the neighbours on board with written statements of the anti social behaviour or

Keep forgetting about a diary, when I am autistc and also have depression its so easy to forget.
What makes things worse is that it woke up my upstairs neighbour who couldnt get back to sleep as they have a toddler which also got woken up and wouldnt stop crying so she is in a foul mood and slamming doors(though thats makes me dislike the one with dogs even more for making her mad which means I deal with more noise)
Also forgot to say I found out from my own landlord (who knows their landlord as a lot of families in this area move around in the same estate so they ask for references) that the couple are not allowed a dog in their tenancy.
I think I may contact their landlord and mention that they have a dog and do not keep it under control.0 -
This has probably already been mentioned in one of the previous threads but in Scotland a landlord has a legal responsibility to ensure their tenants are not causing a nuiscance to the neighbours.

Write to the LL expressing your concerns/annoyance about the noise from your neighbours. If he fails to do anything about it contact the council.
Keep a diary. I'm not sure why being autistic or depressed has prevented you from doing this previously if the problem with your neighbours is as bad as you say it is.0 -

Unless you know, forget or are too stressed to think about it, do you neither understand depression or autism? A few times I have thought about writing it down I think to myself "well can I remember what time it started, how long each time, and was it all one incident?"
