Wow they do lie, there's a section there about reissuing the PCN where an appellant names the driver. I have never ever seen Excel nor VCS reissue a PCN to a driver.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
