Parking eye help

Hi all,
The last time my parents had a parking ticket the advice was to ignore as they had asked me so when another one came recently they didn't check if it was still the same so unfortunately now they have received a ' letter before county court claim' saying if a payment isn't made in 14 days, action will be taken and court proceedings will be issued.
A bit more serious than their previous 'we may do this' etc from before.
Basically I've read about what to do if it is "too late to appeal" but I'm not 100%. Do I appeal to them like I would if I received the first NTK letter? They have mentioned we can't go down the POPLA route as 28 days have passed and this was in the initial letter- is this the case?
Just not sure where to go from here, any advice would be greatly appreciated.

Was the Registered Keeper the driver on the day? think very carefully as it will be an awful long time ago.
If it was another driver, then they could reset the clock by identifying that driver and providing a serviceable address.
That discharges their duty under POFA. This leaves the 'driver' to start the appeal process and get it right this time. A template letter is available at #10 in the thread https://forums.moneysavingexpert.com/discussion/comment/63471753#Comment_63471753
Otherwise, the Registered Keeper needs to start genning up on PE court cases and processes - outlined in the stickies. I'd also recommend they buy a copy of the Parkign Pranksters guide to Defending a PE Court Claim (http://www.parking-prankster.com/court-claim.html)0 -
No the registered keeper didn't drive and park there that day so we can go down that route, cheers.
What if they had been driving though could they not say I had been driving even though I wasn't and then I could appeal it as the 'driver'. Obviously this isn't 'right' to do but if it would make the appeals easier...If you can be one thing today, be kind.0 -
Anyone can say anything - can the PPCs prove otherwise? is it 'right' that they are consistently failing to comply with their own trade body's rules, or the fact that contract law dictates that compenastion for loss (breaches) should not be punitive?.
But you don't need to do that as the RK was not actually the driver as you have stated. A different address for the driver is useful though.

Definitely respond with the name and address of the driver, who then waits for their PCN, appeals and wins at POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
