I am the registered keeper, not the driver, at the time of alleged incident. Have received a LBCC from Parking Eye (dated 17/10/14) but both this and the previous two communications from them have not named me correctly as the keeper. For example, if my name was John Paul Adam Smith, they have addressed all correspondence to John Paul Adam. Am I still liable? I have not responded to any of their communications so far.

I think you should 'out' the driver. This should reset the clock - assuming the ticket was a postal one ONLY - no windscreen ticket.
That discharges your duty under POFA and leaves the 'driver' to start the appeal process and get it right this time. A template letter is available at #10 in the thread http://forums.moneysavingexpert.com/...3#post63471753
Otherwise, you'll need to start genning up on PE court cases and processes - outlined in the stickies - the slight name error may not be the winner you want it to be. I'd also recommend they buy a copy of the Parking Pranksters guide to Defending a PE Court Claim (http://www.parking-prankster.com/court-claim.html)0 -

Yep the keeper writes and names the driver and gives that person's address (ANY address where the driver can be reached so it could be your work address or a relative's house). Then the driver gets a PCN of their own, appeals and 100% wins at POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The driver has now received a PCN. Is there a template letter like the one for the Keeper that he can use to reply as Driver to Parking Eye? I can't find one by searching.

Yes you got it - remove keeper (put driver). Remove the paragraph about the NTK 'not being POFA compliant' since that's only relevant to a keeper about 'keeper liability'. Remove any sentence saying you won't be naming the driver as that would look silly. Basically cut it down a bit.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
