Parking eye charge from feb!

Hi wondering if anyone can help, my partner received a letter in the post recently for a parking charge from parking eye for parking in an aldi car park. The letter only arrived recently so dated October but the offence is from Feb 2014!
We have moved house but we have been here over a year now and dvla were informed so im not sure what has happened.
In their letter they have said:
'Parkingeye has previously written to you at the address that you had registered with the dvla at the time of the parking event. However it has come to our attention that you no longer live at this address but reside at the above address. Despite the fact that Parkingeye could not have reasonably known you were at a different address we are willing to offer you the ability to pay the parking charge at the reduced amount'
The full fine is £70 and reduced £40! :eek:
Are they allowed to try and claim a parking charge from feb with it now being October? what would be the best way/reason to appeal, because of the amount or because of the time?
Anyone else had this?

They have used a tracing agency to find you - yes we've seen PE do this before. The good thing is, this is a second chance to appeal to a PCN. So, same as all the other cases - send the template appeal from the Newbies thread. No more and no less.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
