Unfair plumbing bill

We have a Logic Combi boiler, 4 years old. We have been in the house for two years and have had it serviced once with no issues. We wanted to have the boiler serviced again but we couldn't get the old plumber so we used another to come in and service it. They are are plumbers I have used before and seemed ok. I was not home so my wife dealt with him, he seemed to struggle getting the front off and after a while told my wife the flue was incorrectly fitted. He left and sent an email saying the flue needs to be changed and it would be a two man job at around £200 or more. We have since received a bill for £78 which states a CO2 test can't be done. So we seem to have a large bill for a service he didn't do. He hasn't filled out the service record so I have no evidence of what was done. It is a vertical flue and using the instillation guide I can't see that anything is wrong. I have taken pictures and showed a plumber friend who lives out of the area and while he can't comment too much without hands on, it looks normal. My immediate thoughts are that he is trying to take advantage of us. We have never had a problem with the boiler and the last service was fine, with a print out of co2 etc all attached to the service record. Is he trying to rip us off?

He may have done everything needed for the service but cant complete the Flue gas anaylsys so cant confirm its burning correctly and finish the paperwork.
Flues need to be accessible, supported, using manufacturers parts etc etc etc.
