Additional fees for renting from Letting Agent

I'm about to sign a lease for a rented property and now have been bombarded with a tonne of additional fees on top of the deposit and initial rent.
Was just wondering if these costs were negotiable with the agent?
Current costs:
Tenancy agreement: £270
Reference fee: £118.8
Administration fee: £60

Considering I also had to pay a fee to the previous letting agent of £25 for a reference from them the cost is mounting rather quickly.
For a property that only costs £495 per month these costs seem outrageous.

    Welcome to renting in England. Shelter are running a campaign to end letting fees in England. Letting fees have been unlawful in Scotland for a while now and Wales have got their act together so it's high time England did as well.

    The property in question is nowhere near as nice as the property I paid the same price for in Edinburgh.

    Landlords will have to be more savvy and letting agents will have to be more competitive and honest now they have only the landlords to rob.
    Should push prices down for LL's eventually not that the tenant will notice.

    The fees must be made clear up front, but there's not much you can do about them.
    You can try to haggle but if they have a lot of interest in the property they will just tell you to get lost.

    I can't say that I've noticed much of a difference between what I'm paying now and what I'm paying then.

    I was not made aware of these fees and as I haven't lived in England previously I had no idea that these type of costs would apply. I'm sure I only paid £35 on top of deposit for my last flat in Edinburgh.
