Parking ticket from haringey council

hi,
I have been reading this forum thoroughly and had a recent success with a private parking fine with MET I just went to the 'owner of the land' kripsy kreme showed them the parking ticket and they cancelled automatically saved me £50.

now I received this fine from Haringey council and tried to appeal but had it rejected options are appeal to PATAS or pay £65 due to the stress and headache i feel to pay £65 if I can get assistance from you guys and if i have a good case I will appeal to PATAS in the hope of winning the appeal.

the PCN was issued on the grounds
62: Parking with one or more wheels on or over a footpath or any part of a road other than a carriageway.

in the CCTV it is clearly shown that i stopped for no more than 35 seconds as proven in the CCTV outside the tyre shop on speaking to the representative he advised me of the camera and said pull up next door i then reversed into the seperate bay. the reason why i stopped outside was the tyre shop bay was occupied for less than a minute as soon as he advised me where to park i reversed into that space.

now in my appeal i mentioned this;
Dear whosoever this may concerns,
I have recently received a PCN issued to me from Haringey Council, containing a fine for parking with one or more tyres on the footpath. Please take into consideration the following points. I would like to bring to your attention that the purpose of me stopping on Wood Green High Road was due to two factors.
Firstly, due to encountering a tyre burst on my front right tyre, 400 ft from the location in question, I immediately pulled over at the first tyre repair shop I could find. I did not want to drive further to prevent further damage to my vehicle and did not want to stop in a hazardous position, which in turn would have directly affected the traffic flow on the road and this is the reason I went onto the footpath to leave enough space for traffic on both sides of the road to flow freely, I acted in good faith and had no intention of breaking the law or being negligent in my actions.
Secondly due to the circumstances encountered, I stopped directly outside the nearest tyre repair shop (Sambo’s Tyres Ltd) this was the first shop I noticed that can repair the damaged to my tyre. When I stopped there I left my vehicle to ask the employee from the repair shop, whether this was a suitable place to stop. The response from the employee was to reverse into the next door driveway and the repairs to the tyre will be dealt with accordingly. Furthermore, in the CCTV footage, it can be seen that the employee walked over and showed me the location where to park. The time taken to ask and get back into the car to park lasted approximately twenty seconds. This suggests I was not parked for a significant amount of time with the intention of leaving my car there, rather it was stopping in an emergency.
Furthermore, if necessary I can send the receipt for the tyres to show proof of the replacement.

    As this is a council ticket you would be better of heading on over to the pepipoo site as those guys are better at dealing with them.
