Disastrous experience with a certain high street shoe retailer!

Hi there,
I’m hoping someone might be able to advise. A month ago, I brought two pairs of shoes back to a high street shoe retailer for a refund as I wore both pairs once, and the heels cracked on both after one wear. Obviously ridiculously bad quality.
The store said they needed to send the shoes back to head office for ‘assessment’ and I would receive a letter within ten working days. Needless to say, ten working days came and went and I still don’t have a refund or had the shoes sent back to me.
Emails to customer service are proving fruitless. The most information I have had from them is that they have not received the shoes from the store, and are ‘looking into the matter’. Days till pass, I email again and am told they are still ‘looking into the matter’.
It’s now been four weeks since I took the shoes back and I am without a refund, or without the shoes!
Not sure what my rights are on this one-can anyone help?
