Process for appealing PCN (Liverpool Airport) if I lease the vehicle.

Hi there,
First of all thanks to everyone that has put time into this section, I have found lots of really helpful information this morning.
My wife has been issued with a PCN for stopping at Liverpool Airport roundabout for a few seconds back in August. This morning (22/10) we received notification that we are to pay a £60 fine within 14 days or £100 within 28 days. The issue date of the notice is is outside of the 14 day discount period.
I am looking to appeal but have a couple of questions prior to starting the process. If anyone would be able to help I would be extremely grateful.
(1) As we have only received the letter today there has been no option for us to pay at the reduce rate. I have no intention of paying the fine but I'm curious to understand should I have received the notification earlier?
(2) We currently lease this vehicle and my interpretation is that we are not technically the registered owners. Are the PCN company likely to chase the company that I lease the vehicle from?
(3) Is there any additional factors I need to take into consideration as I lease the vehicle?

1) dont worry about sp-called reduced rates. Gald you are not even considering paying them
2) appeal as the 'keeper' - standard appeal as per newbies thread - but remove the word 'registered' and do add an extra point that the roadway is covered by Airport Byelaws so POFA does not apply.
3) no real difference with postal PCNs - just make sure the lease firm have not charged you for passing the PCN on to you.
Have a search on the forum for Liverpool Lennon - you'll see lots of successful appeals.0
