My own company car park!

I pay £23 per month to park in our company car park and get issued with a permit. The permit is a "licence to hunt" which means I dont get guaranteed a space. If I dont find a space, I have to park in dodgy side streets where the residents arent too happy.
Thus I dont "advertise" my permit my sticking it permanently to the screen. My permit was not on my dashboard today. It must have fallen off.
Today I received a PCN from Parking Solutions 24 (https://www.PS24.co.uk). I need my staff pass to get in the car park, and I can show that I pay my pass out of my pay packet every month.
The question I have, if the parking rules are really only available on our company website and are not in the car park itself - can they really issue a PCN. None of the staff car parks have any decent signage.
They want to charge me £100 too - I normally pay £23 a month - surely its punitive?
Should I approach my employer and ask them to cancel it?
Any help would be appreciated - I have tried an appeal to the operator based on mitigating circumstances at the moment - but if any of the appeal documentation - on here (and lots look like) I am happy to give that a go too.

By all means protest to your employer (and direct to the parking company) and show them all the evidence that you have that you were entitled to park there. They may well cancel it.
But if they don't, an almost certain way to win is to follow the advice on here and take them to POPLA (assuming they are a parking comapny in the BPA). You have to get in quick though and appeal to the parking company first, then get the POPLA code from them.0 -

Recently after amalgamating office sites into 1 with limited parking the private shared car park (on a business park but close to town) was restricted to permanent staff only (as 1/2 the workforce are doing time limited work so are on temp contracts).
The fuss that was made about that!
It seems/seemed to me to be the fairest solution rather than 60+ staff fighting over 20 spaces every morning.
We couldn't increase parking provision and don't charge for the permits either, there is parking nearby FOC admittedly in residential areas but not as rough as the OPs alternatives I hope!
i wonder however if the OP 'makes a fuss' (and I hope they do as £100 is outrageous IMHO, and I don't agree that workers who have no choice but to drive should pay to park at work either FWIW) the company may simply cancel the deduction from pay and withdraw the parking pass?Unless specifically stated all posts by me are my own considered opinion.

Oh dear oh dear - from that I infer you have actually TOLD them you were driving. Doh!! Did you not come here in time - you also appealed really early. DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
