Blacklist for opening bank accounts

Is there a way to ban someone from opening bank accounts? Blacklist maybe? I support fairly able individual with learning disabilities who does not understand finances and lacks capacity in this area. Unfortunately we don't support him at all times therefore cannot monitor his activities when he is on his own. He opens bank accounts and acquires loans or overdrafts spending money on stuff he wants but cannot afford. Any ideas?

Do you have the authority to 'blacklist' the individual?
Generally, let him to default and this will make extremely difficult to get any new credit.

Also, you can consider CIFAS. It was meant to provide an extra protection from ID fraud, but effectively became a blacklist as any credit application will require manual intervention and can't be processed by computers.

Would have thought if you have power of attorney or know anyone that has over the individual that you maybe able to contact the credit reference agencies and advised them that he is unfit to hold a bank account, and to place a warning against his name to contact yourself if any attempts are made, before any further damage can be made.
