Finding out current property restrictions?

Hello,
I'm in the throes of attempting my first purchase, and at this very last point I've been sent a document bundle from my solicitor including the original transfer from Birmingham Council to private ownership, way back in the 70's.
This contains a bundle of restrictions, of which this one is of note:
(5) Not to place or permit to be placed upon the front garden drive accessway or forecourt of the premises hereby transferred any caravans or vehicles of any description whatsoever.
I can't see anything updating this in the infopack, and was intending on using the front garden as a driveway so it's rather thrown a spanner in the works.
There's plenty of similar conversions in the area that are in use, so it's a little frustrating - can anyone offer any suggestions?

1) withdraw from purchase
2) buy, convert to drive. Keep fingers crossed
3) buy, apply for planning consent AND consent from council in relation to the restriction. Keep fingers crossed
4) approach council and ask if consent (twofold as above) likely to be granted. If yes, buy. If no, withdraw
5) ask vendor to approach council and get restriction removed prior to purchase. Wait 9 months. If yes, buy. If no, withdraw.0 -
Sometimes these restrictions go way back to when estates were newly built and if there is a precedent of other houses in the area using the front gardens as parking areas you may be ok.
