Can i still appeal (PCN issued 10 months ago)

Hello all,
Hoping someone can help! I've read the NEWBIE thread but my circumstances are slightly different so couldn't get an answer there. I've also been on the Parking Prankster site and bought his Parking Eye court defence booklet but that is more of a worst case scenario thing...
I was sent a Parking Charge Notice by post December 2013 for overstaying in a Parking Eye 'controlled' car park at a supermarket/shopping centre (Morrisons/St Cuthberts Walk in Chester-le-Street). The PCN was an automatic issue triggered by ANPR for overstaying the 20min grace period (I was there 44mins). The ANPR cameras had just been installed, previously they'd used parking attendants who'd allowed up to an hours parking before they'd give a ticket. I'm not sure if this was an official policy or the parking wardens were just nice like that.
The signs at the entrance do not warn you that the car park is covered by ANPR or what the grace period is. The larger signs inside are not illuminated and set 10ft above ground level, theres no way you could read them without parking and getting out of the car. Ironically i was actually going there to go to the opticians to have my out of date prescription in my glasses sorted out, so all of that on top of the fact it was pitch black really had things stacked against me! :undecided
Anyway, after receiving the notice i stupidly didn't come on this website for some proper advice, and just followed a friends advice to ignore it.
I got the initial PCN, then a reminder from Parking Eye within a couple of weeks, then i started getting a letter per month from 'Debt Recovery Plus'. They stopped in March this year and i thought it was all done and dusted, but now they've started again.
I have read on here that it is possible to appeal to PE and then to POPLA at anytime, rather than the 28days that the guidance seems to indicate. Also in the Parking Pranster info, it seems to indicate that you can appeal once court proceedings have started?! I'm a bit confused!
I'm aware of the 'clock reset' technique but no one else is insured on my car so i don't think thats an option for me.
Personally i'm not that fussed about getting the letters but SWMBO hates that sort of thing and wants me to 'sort it'. :eek:
So to summarise, i'm 10 months down the line and i've had absolutely no contact with PE or the debt company, is there a way for me to get a POPLA appeal now or have i missed the boat and i either have to pay up or go to court if/when that happens?

Not sure how i missed those links to other similar cases (although i don't have the trump card of PE not offering the 40% discounted early payment charge that huddsmoose did they offered £50 for a £85 charge), but there is a LOT of info there! When i first read through it i ended up with 15 tabs open on my browser!
I've filled in PE's appeal request form using the letter in post #5 in the first hyperlink (dewi551's thread).

Definitely respond to PE (ignore DRP) and give PE the name and address of the driver, who then waits for their PCN, appeals and wins at POPLA. DO NOT POST AND SAY YOU CAN'T BECAUSE...DON'T!!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
