Ok.. I do know the standard required on end of let cleans. LOL
As he sent you a list then you have photographic proof that he did not deliver the service agreed
It is a bit short notice but entirely possible with 2 people on site in 5 hours to get a good clean to a re let standard completed on a 2 bed flat.
    3 people with carpet clean
Could you tell me how many cleaners were on site and was it rugs or carpets that were cleaned?
It sounds as if he has not used very efficient cleaning products .
powdery substance? Sounds like Jiff !!!
We don't wash down walls, only remove marks where possible as most lets are painted in emulsion and trying to clean will often leave areas looking worse than before and still require painting.
    PS ..
no your home was not filthy, I am just trying to get a clear idea as to why this person stomped off site.

The agency told me off as I had not cleaned kitchen blinds and I could have kicked myself for missing, I always had them up so forgot but this cleaner company should not miss something so obvious

Oh my love..it does sounds like this guy is trying to rip you off !
5r hours , a couple of rugs and 3 people on site!!
He won't be in business for long trust me.
Please don't pay the invoice. I think offer maybe £75 as he did turn up and the taps were good?? LOL
By the way .. taps should take about 5 mins.. with the right cleaning product and that is while you are cleaning the rest of the area
I would sack any of my employees if they took an hour on taps!
Let him take you to court ..but I bet he doesn't follow through..
He will have to pay upfront if he does take it to a small claims court and wants a hearing .. when it gets to that stage he must be very very sure that he has a case that is rock solid.
    He hasn't
    Good luck

A bathroom needs de calcing .. jiff type products leave a real mess and a bleach residue..
Not nice for the new tenant bathing a baby..
ask him if he has COSH sheets for the products he uses .

Pedant-mode ... they are COSHH sheets - Control Of Substances Hazardous to Health. (Link goes to a gov.uk website).
