Cornwall Council Parking Ticket

Hello all.
I've just been issued a PCN by Cornwall Council in a car park. Should I pay this, ignore it or appeal?
This was issued 9 minutes after expiry. If appealing, is the standard letter for private PCN's OK or is there one for Councils that I've missed?

No you can't use the standard letter and we always suggest people post on pepipoo form where the experts are, re Council tickets:

Don't post there without pics of both sides of the PCN! Most Council tickets can be won on appeal, in the end.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
