Pay up if you think the charge is fair just reasonable, and represents a true loss to VCS for a brief stop.
if you think its unjust, un reasonable and mimics what you could call a penalty then get any idea of paying out of your head.
Even if Simon and Co at VCS reject your first challenge you should/will be able to take this to POPLA or the so called IPC .
out if interest does the ticket mention IPC or BPA?From the Plain Language Commission:

It mentions IPC..I have read so many threads..somewhere I thought someone mentioned that popla no longer existed?

POPLA exists - for BPA members, but VCS moved to the IPC. Nothing has changed re byelaws.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
