Keeps asking for update. Why?

Windows 7 os. Every time on switch on, I get a update message saying the following wants to change your computer. The message is:
"A tool to aid developing services for windows NT" by windows update.
I select no. I am suspicious of this. Does anyone know what this is, and how to get rid off it. Thanks.
