Your complaint is with the Post Office if that is the case. Seriously, if your mail is regularly going to the wrong address, then the Postman involved needs to be disciplined and/or sacked.
Over the last few years I've certainly had multiple letters go missing in the post.
I do not have any official figures on the accuracy of the postal service.
The regulator and courts will not accept the vagaries of the Postal Service as a reason for CPP to pay out now that the Refund Scheme has (long since) closed.0
