Council parking ticket - wrong location stated/private road

My mum's car got a parking ticket outside my BF's flat yesterday, and I'm looking for some advice on appealing it. This is in Scotland, if it makes any difference.
The area has parking limitations on "event days" at the nearby sports facility, but we had been previously told that the road behind the flats was private by council parking wardens and that parking there was OK on event days as they couldn't ticket cars there. We have also previously parked there without any issues.
The road outside the front of the flats is called "XXX Drive", and the ticket location was given as "XXX Avenue". When I went on the council website to check if it is a private road there is no public road listed under this name. There is a "XXX Drive (service road)" listed, but its location isn't terribly clear. "XXX Avenue" is signposted on the opposite side of the main road, but it's a private cul-de-sac with parking for the flats that are off of it (mono blocked, sign at entrance says "XXX Ave. resident parking only"). There is no sign at the entrance to the road where the ticket was issued.
If you look on Google Maps the road is named as "XXX Avenue", but on other maps the road is unnamed and on some (e.g. Ordnance Survey) it isn't shown at all.
So I'm wondering if we can appeal the ticket based on the fact that the road name they've put down seems to be incorrect, or that it may be a private road. Or even both! Any advice appreciated.

If it is definitely a council parking ticket (i.e. Penalty Charge Notice) the you'll need to go to Pepipoo

You will need to post up both sides of the notice (or provide links to photobucket etc.)
If it is a Private Parking Notice (i.e. Parking Charge Notice) then you can ignore it in Scotland (do not identify the driver to the PPC).0 -
