Flat Roof Repair: Kemper system Vs Europolymers

Hello,

I am having problems with my roof. Have had two tradesmen round to have a look and quote. Do they sound right? Can anyone share their experience of working with the two different systems mentioned. Is one better than the other? Is there anything I should be asking? Also is there an as good alternative that would be cheaper?

Is it correct that insulation must be added? Neither have mentioned this and also will building control need to be notified and who does that. The roofer or I?

First tradesman (went up on the roof) will -

Recover with a 2 layer Europolymers felt flat roof system comprising of 1 layer 2.5mm TD underlay and 1 layer 4.5mm diamond SBS mineral cap sheet.

Replace the outlet with a new code 5 lead pipe sleeve.

We have included all associated lead flashings and GRP trims to the abutment walls.

Second tradesman (did not go unto the roof) -

Erect scaffolding

Kemper System 2K-PUR membrane as discussed
