POPLA letter help

Hello. Please help in making an appeal letter to POPLA.
Background: I work in PFI hospital and the parking services were recently taken over by Legion. My parking permit is an off peak permit which allows the car to be parked from 6 pm to 9 am Mondays to Fridays and all day weekends and bank holidays. It costs 0.6% of my salary which amounts to £8 a month. (A peak permit is charged 1.2% of a salary)
I did a training day (weekday 9am - 5pm) and had no money to go to the visitor's parking area and pay the all day parking charge (£8).
I parked my car in the staff car park and displayed my off peak car park. The car had a PCN for not displaying a valid parking permit- £60 fine reduced to £30 if paid within 14 days.
Followed the sticky here and waited for the Notice to Keeper letter. I got a "Notice to Owner" letter after 30 days. I appealed to Legion but it was refused. The letter included pictures of the car and the off peak permit. They sent me a POPLA form with a code.
I'm now trying to write an appeal letter to POPLA using the following defences: no genuine pre-estimate loss, poor signage, unfair charges. It's getting a bit confusing. Help me please
