Having read many threads on this lucrative site for CEL, I offer the following advice. It works, one person at least has beaten Civil Enforcement very recently by demanding the following be shared before the Court hearing:-

1. Copy of the contract arrangements to verify that CEL are authorised to operate as managers.
2. To know what is Co-op's share of any paid PCN of £90 (=£12.00)
3. Were they ever advised by Co-op staff or management, either from store, region or Head Office of congestion in the car park, unreliable or complicated ticket machines, and/pr long queues to purchase a ticket.
4. Why were co-op staff regularly on hand to help customers buy their tickets?
5. What reason did Co-op give for ending your contract?
6. Why did you not comply with planning law by ignoring the requirement for planning consent for the erection of ANPR CCTV cameras?

Then tell them you will be happy to discuss the answers to the above and may address supplementary questions after studying the answers to the above, and that if necessary you might need to obtain statements from "other parties" at some cost to yourself which you will ask the Court to order CEL to reimburse.

Then write by email to Co-op's shiny new CEO, Richard Pennycook (pennyri@co-operative.coop) and put questions 1, 2, 3, 4 & 5 of the above to him.

AS FAR AS ACTUALLY PUTTING TOGETHER A DEFENCE IN "PROPER" LANGUAGE AND FORM, YOU MUST USE THE ADVICE ON HERE OR PEPIPOO.COM!

Then if you yearn for a real person to speak to at Civil Enforcement Limited their boss is Gary Wain and his mobile phone number is reputedly [Removed personal details]

I have lots of images which will support a well-informed defence script if you do get to a Court hearing, and if one of the long-term "regulars" here would like to PM me with an address I can send it to I'll be happy to oblige. There is also a Facebook page which you might find loaded with helpful images but it is solely dedicated to CEL at Whitby Co-op and is not a broad forum. I have had much success, managed to help many cancellations but now it looks as though there is a simple way to put them off.

Good luck with it.
