Windows in leasehold flat

Hi,
I own a flat in a leasehold building. Ever since I purchased it, the insulation has been 'problematic', with some serious heatloss focused around the windows.
I'm here to ask:
- Would ripping out the windows and fitting new ones class as an 'external change' to the property?
- Would the responsibility of changing the windows be mine, or the managing agents as part of the upkeep of external premises?
Sorry if either of the questions are a bit obvious; don't want to fork out thousands and then have a legal case on my hands (or would never have had to pay in the first place!)

- yes, and you would have to get permission from the freeholder first
- your responsibility unless the freeholder is carrying out a general replacement programme for all the flats.
Before ripping out your windows have you considered secondary glazing?A kind word lasts a minute, a skelped erse is sair for a day.0 -
