Perhaps a silly question but here goes......

I want to sell my old desktop on Ebay/Gumtree but without the HD. Will someone be able to recover any of my files......?

Also, can I turn my HD from my desktop into an external HD?

If you take out the hard drive no one can access anything as it's all stored on the hard drive.

There are devices you can use to turn your internal to an external, hard drive hubs for instance. Are you hard drives SATA? cause if so here's one product that can do it!
