help! can you prebook baggage on internal usa flights

people who holiday in america, could you help me with a query. my mum and dad are cruising to new york then flying to vegas via lax. at booking they were told they would need to pay $15 fee to transfer their baggage between planes. on checking their tickets it says they have no baggage allowance. have been told they cannot pre book luggage in america due to regulations, is this true? flying virgin america. They have been told they will now need to pay min $25 a bag at each airport. is there a cheaper method of doing this. travel agents are going to check recording of booking saying they should have been told this at time of booking but parents are positive they were not. they are flying home with delta and their baggage is booked on?

    My first (and possible last :cool:) cruise had as "extras"

    Fee to transfer bags from ship to 'plane (and vice versa)

    A note to say that hold baggage would have to be paid for $25 per bag at check-in.

    Quite a lot of the US domestic flights now charge for every piece of hold baggage unless you have some kind of status with the airline.

    AFAIK you can only pay for the bags at the check-in counter.

    I would have thought you only pay $25 per bag at New York as the flight via LA is the same ticket so the bags will be checked all the way through.

    The delta flight will have baggage allowance as per the usual economy limits i.e one bag free.

    How to get around this fee?

    1. Pack light:cool:
    We had a weeks cruise and 3 weeks holiday in US. Packed one Biggest case (checked on Alaskan airlines site) we were allowed in the hold. Had the biggest allowable "cabin" bag.
    Only paid the one $25 fee when flying with Alaskan airlines from Anchorage via Seattle to Chicago.

    2. Get status with the airline (?)
