Refused a bank account due to no proof of address

    He did have a bank account previously but that was closed by HSBC (he hasn't told me the full details).

    He then asked me to add his name to one of my utility bills, but since he doesn't live at my place I am uncomfortable about this
    This probably won't be what you (or he) want to hear but why not leave friend to fend for himself? He's already tried to take advantage of you at least twice (as above) and hasn't told you why his previous account was closed - I know 'a friend in need is a friend indeed' and all that but can't help feeling that he ought to be taking responsibility for his own actions!

    Seriously? You feel a friend asking to put their name on your utility bill and using your address for the delivery of a prepaid card is some kind of huge burden which justifies abandoning them? I'm glad I'm not friends with you!

    I didn't say anything about a 'huge burden' and obviously none of us knows OP or their friend to be able to judge whether it would be 'abandoning them', I was just questioning whether OP should be put in the position of seemingly having to feel responsible for the actions (or lack thereof) of a friend who is, after all, in paid employment and living elsewhere. I will just have to live with not being friends with you (but am happy to debate things on here with anyone!) ;)

    Your altruism may be commendable but be alert to possible complications. A friend of mine put his own brother up for a few weeks, who used the address for his own correspondence. A few weeks after he left friend received demand from council for payment of full council tax, as they had reason to believe that the address was no longer eligible for single person's rebate.

    It might still be the only option open to the OP's friend. Since he hasn't been back since he posted the problem, it can't be a burning issue though.

    A number of local councils use Experian to 'check' for single occupancy.

    I'd tell the council deadbeats to go and waste someone else's time.

    I disagree with you
    I think councils using Experian etc to check for this sort of thing is an EXCELLENT use of such databases.
    My council indeed sends me a letter every now and then asking me to confirm I am still eligible for the single person discount and specifically warns that they use credit reference agencies to check - amongst other checks that they might do.

    I take your point. My Aunt lives alone and gets the single person discount. However, her granddaughter is registered as living there for correspondence purposes, but doesn't actually live there. I guess that could cause a problem.
