Windows 7 - Volume reverts to 100

Hi
On or around Thursday 9th, the volume on my iTunes (on Windows) got very loud. So I investigated and found the volume on Windows was set to 100. When I moved the button to lower the volume, the button would not stay at the lower volume, but moved back to 100 quickly.
On or around the 9th, there was a windows update. Also around then, I upgraded iTunes (to version 11.4 I think).
I restored to the first restore point before the update on the 9th and the problem was still there.
I restored Windows to the update on Monday 6th and iTunes would not start up. It just displayed a box with an exclamation mark and no text in the box. So I restored Windows to the latest update.
I contacted MS support but they want £55 to further investigate this one problem or around £90 for one year's support.
I have not had the opportunity to test the USB headset on another machine. I may get a chance to do that tomorrow, but I don't want to particularly 'affect' another computer in case it is the headset's fault.
I know the iTunes issue may be a red herring.
Any thoughts on the problem or any solution?

Does the USB headset have its own volume control ... e.g. my Jabra Revo headset has a touch sensitive volume control on the right earpad ... if so could it be set to max?... Yes it does have its own volume control button, but pressing it for either increasing or decreasing the volume has no effect.0

I have now tried this headset on a computer running windows 8.1 (with all the latest updates). As soon as I plugged in the headset, the volume graphic appeared and quickly rose to 100.
It looks like I need a new headset.0
