i Pad 16GB WiFi 'stopped working'

My grand daughter's i Pad has "just stopped working" she swears she has not "abused" it, it's 2 years old so out of original warranty.
Am I correct in thinking that it has to be an 'Apple' outlet to have a look at it?
Any advice appreciated, thank you.

    Reset the wifi in settings .
    Backup data and try a factory restore .

    Try a hard reset. Hold the home button and power button together for 10-15 seconds and see if it restarts.

    Let's deal with the obvious first - if the WHOLE iPad has stopped working, do you know if it has been charged recently?

    Try plugging it into a power supply first.

    Then do the hard reset mentioned above.

    Thank you all for your advice, when I connect charger it shows (difficult to describe) a 'power' sign? and below that an 'empty' battery sign?
    I don't know where the home button button is?
    I've taken this off my grand daughter and I'm not au fait with any of the signs or symbols but it seems to me that the charger is 'broken?'

    It just means that the battery is very, very flat. Give it ten minutes and it'll boot up.

    A lightning flash through the battery symbol at top right shows it is connected to power, and that the charger IS working.

    As was said, leave it plugged in for a while, and it'll beep at you when it has enough juice to do stuff.
