I agree that it would rankle and seems unfair - but it also seems to have a legal basis and not everything that is legal is fair. If my car is given a parking ticket the council can chase me for it - even if I can show I was in a different country that day and someone else was using the car.
The FA could make noises about this being a team sport and fines levied against the whole team (even if the perpetrator conventionally pays them) just as goals are given to the whole team not just the person who scored (even if they do get a bit of extra glory).But a banker, engaged at enormous expense,Had the whole of their cash in his care.

Could this be unpaid fines due to yellow or red cards that he received playing for his former team?
If his former club folded owing fines due to this they will also have received details of which players this effected ( from match forms which have to be submitted and signed by the referees, both managers etc)
I know the sheffield FA do chase outstanding fines in the same way, could be a national thing?
Edit - apologies I've just read your post again, your state it's not for bookings, might be worth a letter to the appropriate league registrar for clarification and an explanation on why this is due and a request to where this is noted within the league rules and code of conductMFW 2017 No 41 £835.79/£1000

If your son wishes to play football again, then he has no choice other than to pay the debt.
This happened to a player in one of the Essex FA leagues. He played a handful of games for a club in Yorkshire before the club folded and his job took him south. A year later, his new club recieved the news that they been given a fine for fielding an ineligible player due to the fact he had failed to pay a £10 fine from when he played in Yorks.
He had no knowledge of the fine. He still had to pay it though.Never Knowingly Understood.

Its nothing but a phishing exercise hoping someone will pay up, if you believe this to be unfair, tell them so.
But its not £1400 its £14 and the "lad" is 20yrs old. Surely he is capable of telling whoever it is who is 'demanding' this fine/debt/bill to stick it up their ....0 -

Pay up but get him to write a letter stating his position with regard to paying this fine. You never know, they might let him off, but if they don't it's only 14 quid and he can carry on playing football !!0
