Ok to be fair haven't got much of a budget as a lot of my savings went on vet bills, sadly lost one cat other cat on the mend now. Just for surfing and watching TV, I'd go with Cisco001 on buying a Chromecast and a tablet. It does what you want, creates no noise and is portable. Just check the TV has HDMI.
