What is under my wallpaper?

We have spent a few hours removing wallpaper out of the spare room. Peeled off outer layer, soaked the paper beneath and just peeled that off too. Easy, except we are wondering what is left. It looks like white paint, most of which came off with the paper in some places. Under that it's just plasterboard. It can't be paint though as when soaking the paper you could see it wasn't an even layer in the first place. Is it the wallpaper paste maybe?
And so do we need to get rid of it before painting/rewallpapering (haven't decided yet) or just sand it down?
Complete novices here, can you tell?

    Is the plasterboard bare, or is there a plaster skim over it?

    My guess is plaster skim. Looks like, feels like plaster. Erm, it's brown...
    And the white stuff was there before the wallpaper. I've just noticed pencil marks on it.

    If you look on the facing wall, you will see the orange paper which is woodchip, then you will see the pink bare plaster, but also on the facing wall is a green/blue paint, does your white stuff look like the green/blue stuff in this pic.?

    I suppose, in places it is complete, in places completely gone and in others fragmented like that, or like peeling paint effect.

    I had a nightmare stripping this woodchip off, as you can see sometimes it took it back off to the actual plaster, and in other places left the paint.
    The person who had decorated, I dare say it was after the war lol, didnt size the wall prior to papering.

    What I had to do what to get a sharp scraper blade and scrape as much of the paint off, but admitiddly some would just not budge.
    So I had to tidy it up ready for lining, I havent got a pic of this, but I have another wall which had the same problem but worse,it will make you weep when you see it,(well it did me, and I do it for a living) lol.
    It took time and effort but was worth it, I will upload it later , and if you want any help how to get round this problem I will guide you through.

    But I cannot believe your walls will be any like the one I show you, as I have never seen one as bad lol
