some regulations are just meant to be ignored. this is a perfect case in point. there is no way i would inform the local council about a re-felt flat roof. ps, if you are going to sell your house, then it MAY cause a problem, but i doubt it.

I 'appealed' to the Council against the need to apply for any permission or pay a significant fee. My appeal was based on a payback clause in the L1B regulations, i.e. if you can prove you won't get back the extra money invested within 15 years. I succeeded, so I can now replace the felt without needing to upgrade the insulation. I have a letter from the Council 'approving' this work, if I ever need to sell the house.
  • I’m assuming your roof is a old flat felt garage roof, if its corrugated or almost any other construction the cheapest way of temporally repairing the roof is to apply a tar or bitumen based product to the area it’s a good Idear to reinforce this with Geotextile or fleece basically some materials to help give the area some body, this way the repair will last longer. When renewing the garage roof make sure the decking has the correct falls a roof that drains correctly will last longer, we at London Flat Roofing don’t use felt any more because it has to be installed using a naked flame, however the cheapest roofs are still felt and a felt roof will last a long time providing the falls are correct, so when it comes time for you to replace this roof, mineral felt will be the cheapest material to use. I think Wicks do a cheap felt and also a cold lay adhesive if you don’t want to use torch on felt. Another link recommends an excellent product but is going to cost you a lot more money.
    Hope this helps
