Appealing to POPLA, should I pay early?

My son received a PCN on a hire car (he wasn't the registered keeper) as his parking permit ticket (an open ticket which could be shared with others) had fallen and not displayed. He responded quicky with mitigation circumstances, declaring he was the driver etc... This was rejected as it was an open ticket and didn't comply with the terms. My question is, if we appeal to POPLA, we could miss the early payment fee, what is the best advice? I couldn't identify the best wording from your examples to use relating to failing to display a ticket, please help? Thanks

You could miss the early payment bribe. But you will save even that by following forum advice.

How about using the example in 'How to win at POPLA' which talks about where you have paid the tariff but the ticket wasn't displayed?! Come on there aren't that many linked examples to look at - and I put beside them the sort of case they would be suitable for. Off the top of my head the NCP example springs to mind. If you can't see the woods for the trees pay £16 to PTAs to do the simple letter for you.what is the best advice?
