Why do interviewers say they'll 'let you know either way' and then don't??

It certainly is. Most use a tick box system to put candidates forward for jobs instead of exploring in depth the actual experience they do have when applying for such roles.

It depends if its a volume role where the agency decides who gets the interview or if its the more common situation where the agency just filter the CVs but its the hiring manager that actually makes the decision.

With my experience it's always agencies deciding who gets the interview.

You may be missing the point but if agencies are filtering the CV's to the hiring manager, more than likely they will not be putting forward the best candidates, reference my previous point.
