Help with IAS appeal for Conkai PCN

Tried to read up as much beforehand but I think the best advice was to start a new thread, so apologies if this has been answered elsewhere.

Whilst with my girlfriend in Oxford (whose car we were in) she parked briefly in a poorly signposted private car park to drop me at the coach station. Realised i'd forgotten a bag so we returned a couple of minutes later to find a warden starting to write up a ticket. Obviously asked him to stop as we'd returned to the car but he said 'I have to do it now...you might as well appeal it I doubt they'll make you pay'. I sent off an appeal to them directly following one of the templates on here, and it was rejected.

I replied over email - yet they posted a response to my girlfriend's address because 'they had not received her authority for someone else to reply on her behalf'. They then said either pay the original reduced penalty of £60, or appeal and if it fails it will go back to £100. They have provided the IAS website.

What is the best way to go about this? Any advice would be much appreciated.

    Are they claiming contractual charge, or breach of contract?

    If the former they should have sent you a v.a.t. invoice. If they did not you may ask for one, and, if they decline inform HMRC.
    You never know how far you can go until you go too far.

    Show us pics of the signs if you have them (important). We need to see the words (not your memory of what the sign said).

    Show us the PCN and the NTK, both sides (because if you followed advice here you surely waited for the first letter before appealing, I hope).

    Show us the rejection letter as well please.

    Tell us if you appealed only as registered keeper.

    Next time you drop someone off with bags to carry, did you not realise that's what single and double yellows are ALLOWED for (among other things?)! Park on street briefly, as long as the double or single yellows do not have a kerb blip painted as well (which means 'no loading' so basically avoid!). You are allowed to unload bags and any real passing Council CEO (as opposed to an idiot working for a PPC) would have to observe the car for 5 minutes on such a line to exclude the possibility of exempt activity like you were involved in. Also I often go to Oxford as my DD is there at Uni so I know there are loads of places you can park, despite the hysteria trying to shunt everyone into the park and ride! So don't feel you have to find a car park and don't avoid yellow lines if unloading for a few mins - double yellows do not mean no stopping at all.
