Please help unfail traffic warden

I pulled into a white box outside a friends house, he said he has a visitors permit he will give me.
I got the kids out we all went to his house it took about 30 seconds, he gave me the permit another 30 seconds to get back to the car, when I saw a traffic warden just printing out a ticket. I ran to her with the permit in my hands appologetically explaining I had to just get this from my friend who lives here.
She wouldnt even look at it, just carried on, then she said you will have to apeal. She then went ahead and stuck it on the windscreen and started taking pictures.
I wish I got the permit stuck by the tax disc just before she got a pic of it, I had time when I think about it now, hindsights a fine thing.
No matter what I said she was determined, and all she said was you will have to appeal.
So what is my next step please? Who shall I word the appeal letter?

Also complain, complain, complain. The purpose of TWs is to patrol unauthorised parking, and keep the streets clear, not to penalise people legitimately parked. Did your friend pay for the visitors' parking permit? If so he/she should complain too.You never know how far you can go until you go too far.0
