Pursuit of an un issued private land parking ticket

Hi, I hope someone can help me with an issue I have?
I have received a letter stating that because I haven't paid a parking ticket I now owe £100 however the ticket was never issued as I moved my car before the enforcement officer started writing out a ticket, which he told me and said if I moved the car there would be no further action. There was never a ticket issued and put on my car or given to me and I never received one through the post. The alleged date of issue is one month and three days before I received the letter. Is it legal for them to pursue me after failing to comply with regulations? Thanks to anyone who can help me.

Ask to see photo evidence of windscreen ticket attached to your car, but only do this after further advice following you telling us who the PPC is.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Please come back and reply to tell us who issued it - and if it wasn't a Council ticket, how on earth did you miss the top sticky threads which already answer your questions? Please read the newbies thread - I didn't write it for fun - it was because we can't handle endless ''I have got a PCN, help, I have no idea what to do'' threads. If Council then that's different but not normally £100 so we assume you have just missed the top threads on the forum.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
