PayPal partial refund of fees

I sold some books on feebay recently. Unfortunately, I didn't have most of the books due to an error in the quantities.
I therefore had to refund 25 back to the buyer.

The price of each book was £2.99. The PayPal fee was 30p, and in the past this 30p was refunded too.
When I was processing the refunds, I noticed that I was only receiving 10p/book back from PayPal. I was losing 20p x 25 books, so £5 down on the whole lot.

I eventually spoke to someone, who explained that this had changed in a recent T&C amendment and it was due to the costs incurred.

As a gesture of goodwill, she refunded this £5 bac to me.

Is this legal? I can't see why they would not refund their whole fee back.

  • It's all in the T&Cs that you agree to when using the service.
    It's why it's worth sending combined invoices to multiple purchase from one buyer.

    Card issuers charge paypal a fee when the money passes from the card to your account. Therefore paypal keep the transaction fee when a whole amount is refunded.

    I've been selling on ebay for 4 years now, and it's been like this since I started, and I suspect since day 1 of paypal.

    The lady said they changed T&C's approx March.

    Prior to this, the sellers whole fee was refunded. I'll check my history when I get home as I have given the odd refund over the years.

    So does anyone know if a credit card company charges a fee when a refund is processed?

    Some of the items were in a combined invoice and it didn't make difference.

    nope, paypal only started keeping the 20p's mid 2012.
